Professional Disclosures & Scope of Practice
All supervision, consultation, and collaboration provided through this platform are strictly secondary, supplemental, and educational in nature:
Supplemental Supervision, Consultation, & Collaboration:
Services are tailored for clinicians and their associated working organizations seeking secondary, specialized, or educational case review and peer collaboration. Review is strictly limited to clinical documentation, self-reported case conceptualizations, lifespan development, and systemic family dynamics presented by the participant. Specific clinical outcomes, successful licensure passage, or client metrics cannot be legally or clinically guaranteed.
Case Conceptualization & Setting Competencies:
Breonna McFarland operates strictly within the statutory scope of her active state clinical licenses listed above. Case review parameters are informed by over 8 years of practice within community mental health, specialty clinics, intensive outpatient and private practice settings.
Case Clinical Domains & Communities Served:
Case conceptualizations and objective reviews are focused on the following clinical populations and frameworks:
Neuro-Expansive & Invisible Illness Care: Case literature, conceptualization, and tracking regarding standard diagnostic/treatment adaptations for neurodivergent (ADHD/Autism) populations and individuals with chronic, invisible medical conditions.
Complex Relational & Somatic Trauma: Case conceptualization for clients presenting with complex post-traumatic stress, developmental trauma, and somatic or mild dissociative responses across the lifespan.
Identity, Sovereignty, & Responsive Practice: Intersectional evaluation of case conceptualizations addressing diverse spiritual, secular, cultural, and LGBTQIA2S+ identities.
High-Stakes & Frontline Personnel: Case review of clinical boundaries and occupational stress tracking for Military, Veterans, First Responders, Healthcare Workers, and Legal/Corporate professionals.
System-Impacted & Transitional Frameworks: Strategic tracking for populations intersecting with Foster Care, WRAP/CalWORKs, housing instability, carceral-system transitions, and geographically isolated or rural communities navigating systemic resource scarcity.
The Architecture of Grief: Evaluation of clinical concepts designed for individuals presenting with complex, disenfranchised, collective, and contextual loss across the lifespan.
No Primary Supervision or Administrative Control:
Services offered through Victorious Light Within P.L.L.C. do not constitute primary, board-designated clinical supervision. Breonna McFarland does not act as the primary supervisor of record, sign off on required licensure hours, or provide required administrative oversight for state licensing board applications.
Caseload & Legal Liability Boundary:
Supplemental supervision, consultation, and collaboration do not constitute legal advice, emergency coverage, diagnostic verification, or an assumption of direct clinical responsibility or vicarious liability for active cases. The practicing clinician—and their primary agency, practice, or primary board-approved supervisor of record—retains sole clinical, ethical, and legal liability for their active caseloads and compliance with their respective state licensing boards.
Telehealth Delivery:
All services are conducted via secure, compliant Telehealth platforms, with all participants physically located within New Hampshire at the exact time of service, adhering strictly to state-specific regulations.

Professional Investment Options
Whether you are an individual practitioner seeking targeted case perspective or an organization seeking high-level case consultation for your staff, services are structured to adapt to your operational needs.
